일본은 후쿠시마 다이치 원전의 반복된 운전 실패 이후 후쿠시마 원전의 방사능 물의 누출을 막기 위해서 지하 얼음벽(ice wall) 설치와 추가적인 물 처리 단계에 약 3억300만 엔(36억 원) 상당을 지출할 예정이다.

이 결정은 국제 올림픽 위원회가 2020년 올림픽 경기의 주최 예정지를 동경, 이스탄불 및 마드리드 사이에서 결정하기 전에 일본의 원전 사고로 안전성 문제가 없다고 보여주기 위한 시도라고 예상된다.

후쿠시마 다이치 원전은 2011년 지진과 쓰나미로 원전이 손상받은 이후 바다로 수 백 톤의 오염된 지하수가 누출되었다. 최근 몇 주 이내에 오염된 물을 저장하는 탱크에서 누출이 증가되었다고 동경전력(Tokyo Electric Power, Tepco)은 말했다.

일본 수상인 신조 아베는 9월 6일 “동경전력이 후쿠시마 원전의 후속조치를 주도하는 대신에 일본 정부가 이를 지원하여 관리할 것이다. 우리가 오염된 물을 적절한 방법으로 처리하는지 여부와 그 원전이 완전하게 퇴역되는지 여부를 전세계가 지켜보고 있다”고 말했다.

일본 정부는 두 가지 프로젝트에 대해서 2015년 3월 말까지 470억 엔(5150억 원)을 지출할 계획이다. 일본 에너지 기구 관계자인 타츠야 신카와에 따르면, 얼음벽에 320억 엔(3500억 원), 물 처리 설비에 150억 엔(1650억 원)이 지출될 계획이다.

 

그러나 일본 정부는 동경전력이 오염수의 누출을 막는데 사용되는 긴급하게 필요한 물 탱크와 다른 설비에 대한 지출을 하지 않고 있다. 신카와는 지원자금이 기술적으로 도전적인 프로젝트로 한정되어 있으나 정부가 필요 시 추가 지원을 고려할 것이라고 말했다.

얼음 벽은 영하 40도씨 차가운 냉각재를 이동시키는 얇은 파이프 구조의 전기 시스템을 통해서 100 피트 아래의 지하를 얼리는 기능을 한다. 이것은 오염수를 빠져나가지 못하도록 하고 원자로 및 터빈 건물로 유입되는 지하수를 유지시킨다.

지난 5월에 제안한 동경전력과 일본 정부 사이의 이 프로젝트는 일본 최대의 건설회사인 카이마에 의해서 타당성이 시험될 예정이며, 2015년 3월에 완료될 계획이다. 이 얼음 벽과 유사한 방법이 터널 및 지하철의 일부에 물을 차단하는 수단으로 사용되지만 4기의 원자로 건물과 관련 설비는 전례가 없었으므로 2마일 길이의 얼음 벽을 건설해야 한다.

지하 얼음 벽은 미국 에너지부 산하 오크리지 국립 연구소 부지에서 방사능 폐기물을 격리하는데 사용된다. 이 연구소의 원자로는 플루토늄이 생산되며, 단지 6년 동안 운전되었다.

일부 전문가들은 아직도 이 얼음 벽에 대한 기술을 회의적으로 생각하고 운영 비용이 엄청나게 크다고 말한다. 일본 고등과학기술 연구소의 지하수 전문가인 아추나오 마루이는 얼음 벽이 물을 격리시킬 수 있으나 일반적으로 수 년 동안 사용할 경우에 주로 이용되고 장기간 사용에서는 검증되지 않았다고 말했다. 퇴역 프로세스는 약 40년이 걸릴 것으로 예상된다.

그는 “우리는 여전히 얼음 벽이 실패할 경우 몇 겹의 안전 백업 시스템이 필요하다. 얼음 벽을 사용하면 오직 2년 동안은 다른 백업 시스템을 준비하지 않아도 되지만 이후에는 오염수가 누출될 수 있다는 것을 의미한다”고 말했다. 마루이 전문가는 오염수가 해수로 유입되는 것을 차단하기 위해서 추가적인 조치가 취해져야 한다고 말했다.

동경전력은 2011년 3월 지진과 쓰나미에 의해서 전원 및 냉각시스템이 손상된 이후 용융된 핵연료를 냉각시키기 위해서 손상된 원자로로 냉각수를 공급하고 있다. 동사는 후쿠시마 원전에 오염수 335,000톤을 보관하는 1,000기의 탱크를 설치했으며, 오염수는 매일 400톤 씩 증가하고 있다. 일부 탱크는 누출이 있어서 지상에 오염수가 넘치기도 했다.

얼음 벽에 비용을 지출한 이후 나머지 공공 자금은 기존 설비보다 더 많은 용량의 오염된 물을 보다 정밀하게 처리할 수 있는 수처리 시설의 개발 및 생산에 사용될 것이다. 기존 수처리 설비는 현재 수리 중이다.

일본 원자력규제청장 수니치 타나카는 오염수가 전부 처리되고 희석된 후 바다로 방출되어야 하며, 오직 일부 지역에 국한된다고 반복해서 말했다.

 

 

 

 

 

Japan is to spend the equivalent of about ￡303 million on a subterranean ice wall and other steps in a desperate attempt to stop leaks of radioactive water from the crippled Fukushima nuclear station after repeated failures by the plant’s operator.

The decision is widely seen as an attempt to show that the ­nuclear accident won’t be a safety concern just days before the International Olympic Committee chooses between Tokyo, Istanbul and Madrid as the host of the 2020 Olympic Games.

 

The Fukushima Dai-ichi plant has been leaking hundreds of tonnes of contaminated underground water into the sea since shortly after the 2011 earthquake and tsunami damaged the complex. Leaks from tanks storing tainted water in recent weeks have heightened the sense of crisis that the plant’s owner, Tokyo Electric Power (Tepco), isn’t able to contain the problem.

 

Prime minister Shinzo Abe yesterday said: “Instead of ­leaving this up to Tepco, the government will step forward and take charge. The world is watching if we can properly handle the contaminated water, but also the entire decommissioning of the plant.”

 

The government plans to spend about 47 billion yen (￡303 million) through to the end of March 2015 on two projects - 32 billion yen (￡206m) on the ice wall and 15 billion yen (￡96m) on water treatment units ­according to energy agency official Tatsuya Shinkawa.

 

However, the government is not paying for urgently needed water tanks and other equipment that Tepco is using to stop leaks. Mr Shinkawa said the funding is limited to “technologically challenging projects”, but the government will be open to additional help when needed.

 

The ice wall would freeze the ground to a depth of up to 100ft through an electrical system of thin pipes carrying a coolant as cold as -40℃. That would block contaminated water from escaping the facility’s immediate surroundings, as well as keeping underground water from entering the reactor and turbine buildings, where much of the radioactive water has collected.

 

The project, which Tepco and the government proposed in May, is being tested for feasibility by a Japanese construction giant Kajima Corporation and is scheduled for completion by March 2015.

 

Similar methods have been used to block water from parts of tunnels and subways, but building a two-mile wall that surrounds four reactor buildings and their related facilities is unprecedented.

 

An underground ice wall has been used to isolate radioactive waste at the US Department of Energy’s former site of the Oak Ridge National Laboratory in Tennessee which produced plutonium, but only for six years.

 

Some experts are still sceptical about the technology and say the running costs would be a huge burden.

 

Atsunao Marui, an underground water expert at Japan’s National Institute of Advanced Industrial Science and Technology, said a frozen wall could be water-tight but is normally intended for use for a couple of years and is not proven for long-term use as is planned in the Tepco outline. The decommissioning process is expected to take about 40 years.

 

He said: “We still need a few layers of safety backups in case it fails. Plus the frozen wall won’t be ready for another two years, which means contaminated water would continue to leak.”

 

Mr Marui said additional measures should be taken to stop contaminated water from travelling under the seabed during that time and leaking further out in the sea.

 

Tepco has been pumping water into the wrecked reactors to keep cool nuclear fuel that melted when the March 2011 earthquake and tsunami knocked out the plant’s power and cooling system. The utility has built more than 1,000 tanks holding 335,000 tonnes of contaminated water at the plant, and the amount grows by 400 tonnes daily. Some tanks have sprung leaks, spilling contaminated water onto the ground.

 

After spending on the ice wall, the remainder of the public funding will go to the development and production of a water treatment unit that can treat the contaminated water more thoroughly and by a larger volume than an existing machine, which is under repair.

 

Nuclear Regulation Authority chairman Shunichi Tanaka has repeatedly said that the contaminated water eventually has to be released into the sea after being fully processed and diluted, but only with local consent.
