[캐나다] 퀘벡 컴퍼니, 캐나다 하천에 유해 물질 처분 혐의로 기소

캐나다는 2017년 2월 9일 퀘벡 컴퍼니(Quebec Company)를 캐나다 하천에 유해 물질 처분 혐의 등 2건의 기소 혐의로 유죄를 선고했다. 또한, 수산업법에 따라 펄프 및 제지 폐수 규정을 위반한 것에 대해 12만5천 달러의 벌금을 부과했다.

캐나다 환경부(Environment and Climate Change Canada)가 실시한 조사에 따르면 퀘벡 컴퍼니는 그들의 수처리 시스템에서 치사량 이상의 유출물을 방류하고 제출 의무가 있는 보고서를 제출하지 않는 등 규정 및 법에 위배되는 여러 가지 범죄를 저질렀다.

캐나다는 깨끗한 공기와 물을 유지하고 야생 생물과 서식지를 보존하려는 노력의 일환으로 환경·야생동물 보호법을 엄격하게 시행하고 있다. 벌금의 일부는 캐나다 환경부에서 관리하는 환경오염기금(EDF, Environmental Damages Fund)에 지불되며, 퀘벡 컴퍼니는 환경 범죄자 등록부에 추가된다.

Quebec company charged with disposing of harmful substances in Canadian rivers

The effective and strict enforcement of Canadian environmental and wildlife protection legislation is one way that Environment and Climate Change Canada meets its commitment to maintaining clean air and water and to conserving wildlife and their habitats.

On February 9, 2017, Fibrek S.E.N.C. pleaded guilty to two charges, and it was fined $125,000 for violating the Pulp and Paper Effluent Regulations thereby committing offences under the Fisheries Act.

The investigation conducted by Environment and Climate Change Canada revealed that Fibrek S.E.N.C. had committed several offences contrary to the Regulations and to the Act, namely depositing acutely lethal effluent from its water treatment system; failing to file the required report in the case of depositing deleterious substance in waters frequented by fish.

Part of the fine ($112,500) will be paid into the Environmental Damages Fund, which is administered by Environment and Climate Change Canada. Fibrek S.E.N.C. will be added to the Environmental Offenders Registry.
