[멕시코] 악시오나, 로스 카보스 담수화 플랜트 건설·운영

스페인 물기업인 악시오나(ACCIOA)는 멕시코 바하 캘리포니아(Baja California)의 로스 카보스(Los Cabos)에 담수화 플랜트(desalination plant)를 건설하고 운영할 예정이다. 이 프로젝트는 전체 예산이  1억3천450만 유로(€134.5M)이다.

공사의 완료기간은 24개월이며, 시설 용량은 연간 788만4천㎥에 해당하는 초당 250L가 된다.

계약에는 공공-민간 파트너십(public-private partnership) 계획을 통한 25년 동안의 운영, 보존 및 유지보수뿐만 아니라 플랜트의 설계, 실행 프로젝트 준비, 자금 조달, 건설, 전기 기계 장비 및 운영 테스트가 포함된다.

이 프로젝트는 악시오나(ACCIONA)의 물 사업부와 라 페닌슐라르 꼼빠니아 컨스트럭토라(La Peninsular Compania Constructora)사의 컨소시엄이 개발한다. 로스 카보스(Los Cabos)시의 식수 부족 문제를 해결하는 것을 목표로 한다. 이 투자는 46만4천 명의 주민에게 혜택을 준다.

악시오나(ACCIONA)는 역삼투 기술(reverse osmosis technology)을 사용하는 담수화 플랜트 건설 분야의 세계적인 선도 업체이다. 역삼투 기술은 기존의 열 담수화(thermal desalination) 방법보다 더 효율적이고 에너지 집약적이며 탄소 배출이 더 적다. 역삼투 담수화(Reverse osmosis desalination)는 기존 담수화 절차보다 온실가스를 6.5배 적게 배출한다.

악시오나(ACCIONA)가 국내에서 진행한 가장 상징적인 프로젝트로는 멕시코 계곡에서 1천260만 명이 일하는 아토토닐코 하수처리장(Atotonilco wastewater treatment plant) 건설 공사, 에스타시온 돈노갈레스 국제고속도로(Estacion Don-Nogales international highway ; 소노라(Sonora)) 등 다양한 공사를 하고 있다.

악시오나(ACCIONA)는 또 멕시코 노갈레스(Nogales)의 제1종합병원(IMSS) 건설과 산루이스 데 포토시 폴리테크닉대학(Polytechnic University of San Luis de Potosi) 건설을 비롯하여 소노라(Sonora) 및 시나로아(Sinaloa) 주에 에너지를 전송하는 117Km의 전력망 등 사회 인프라 사업을 시행하고 있다. 

악시오나(ACCIONA)는 멕시코의 재생 에너지 부문에서 1천300MW의 풍력 및 태양광 에너지를 운영하는 선도 기업입니다.

ACCIONA to build and operate Los Cabos desalination plant in Mexico

ACCIONA will build and operate a desalination plant in the municipality of Los Cabos, in Baja California (Mexico). The project has an overall budget of €134.5 million.

The works have a completion period of 24 months and the facility will have a capacity of 250 liters per second, equivalent to 7,884,000 m3 per year.

The contract includes the design, preparation of the executive project, financing, construction, electromechanical equipment and operational testing of the plant, as well as its operation, conservation and maintenance for a period of 25 years, through a public-private partnership scheme.

The project will be developed by a consortium of ACCIONA's Water division and La Peninsular Compania Constructora. It aims to solve the drinking water shortage problem in the municipality of Los Cabos. The investment will benefit 464,000 inhabitants.

CCIONA is a world leader in the construction of desalination plants using reverse osmosis technology, which is more efficient, less energy-intensive and has a lower carbon footprint than conventional thermal desalination methods. Reverse osmosis desalination emits 6.5 times less greenhouse gases than traditional desalination procedures.

ACCIONA has been operating in Mexico since 1978. The company is executing several projects in the country that provide solutions for a low-carbon economy through resilient infrastructure, clean energy and real estate developments.

Recently, in consortium with Grupo Mexico, ACCIONA was awarded the construction of section 5 of the Mayan Train rail project, between Playa del Carmen and Tulum, by Mexico's National Tourism Development Fund (Fonatur). The project is valued at MX$17.8 billion (€713 million).

Some of the most emblematic projects that ACCIONA has carried out in the country include the firm’s work on the Atotonilco wastewater treatment plant, which serves 12.6 million people in the Valley of Mexico, as well as various highway works, such as the Estacion Don-Nogales international highway (Sonora).

ACCIONA is also implementing social infrastructure projects in Mexico, including the construction of the first General Hospital of the Mexican Social Security Institute (IMSS) in Nogales, and the Polytechnic University of San Luis de Potosi, on top of various energy projects, such as a 117Km power grid that transports energy to the states of Sonora and Sinaloa.

ACCIONA is a leading player in Mexico’s renewable energy sector, with 1,300MW of wind and photovoltaic energy in operation.
